BIX is governed by an advisory board that consists of representatives of both public and academic libraries, the professional association BIB, and experts on performance measurement and statistics.

The board meets once or twice a year and advises the project team on strategic developments. Operational development, e.g. on the set of indicators, is prepared in working groups and in close cooperation with the German Library Statistics (DBS). The project team relies on the advisory board for all major changes.
